Speed depends on your ISP (Internet Service Provider) and on your local
Bell loop. The ISP must have a digital access server that speaks the same
'lingo' as your modem (X2 or K56Flex), and the local Bell loop must have
only a single A/D conversion between you and the central office (i.e. no
multiplexors or other devices that add an additional A/D conversion). 

Needless to say, it's a crap shoot, and it looks like the dice rolled
wrong for you.
