What sendmail are you on ?  I think recent versions stop relaying.

Anyway, in your case I think there's an obvious answer.
Any mail passing through that box ought to have one address either
source or destination inside your organisation.  Adjust your smapd
program to drop amy mail that does not meet this rule.

Actually adjusting your smap might be better.  If you get it to hold
a good number of sockets from the spammer open for a minute or so - 
and if a lot of other sites do the same - his spam throughput goes way down.
This was one of several ideas raised at the HIP97 conference last summer.
(I think Rop Gonggrijp <[EMAIL PROTECTED]> came up with that one.)
