This is defined in /etc/httpd/conf/srm.conf... NOT httpd.conf..
If you look at around line 17, you will see that this is defined by default
# UserDir: The name of the directory which is appended onto a user's home
# directory if a ~user request is recieved.
UserDir public_html
Unless you did something else wierd, this should be working
