It should be in /usr/sbin if it was installed. I'm afraid I don't know
what package it's in, but isn't there some way to search the rpm packages
on the cd? (I'm afraid I don't know much about rpm yet either.)

You need to have the cron daemon running in order for cron jobs to be
executed. You can see if it is running by doing "ps x" as root and
looking for crond. It is normally started at boot.
Also, check for directories named /etc/cron.* There should be a shell
script in /etc/cron.weekly called makewhatis.cron
