Sure, you can. You are just to compile the kernel with the various FAT
filesystems included (ususally this is done in the form of modules). Then
say 'mount -t vfat /dev/fd0 /mount_point'.

There is another way - to use mtools, but I'm not sure how to do it. Read
the manual for this programme.

Finally you can use dosemu to work with fat floppies.
