How does one disable the extra security measure disallowing root
logins via telnet/rlogin?

In general I think it is a good measure, but it has annoyed me mostly,
and in certain circumstances been a real problem (user accounts' home
directories nfs mounted, nfs server down, couldn't rlogin to any
account).  Luckily I had sshd running, which doesn't perform the root
login obstacle...
