third, if it's internal what is the settings it is configured for? most
older modems have jumpers on them. Since you say this was in a P133
hopefully
it's an older modem(easier to get working).
fourth, is anything using the onboard serial ports on the motherboard(if
there are any?)
two serial ports on mother board and only one in use by the modem, (com2)

fifth, if not, then can you disable the ports in the BIOS of the
motherboard?(helps to rule out resource conflicts)

haven't tried this but can do.
It looks from cat /proc/interrupts  that there are no conflicts.

sixth, after disabling the ports when you boot the system does it detect
anything different serial port wise? Can you access the modem with something
like minicom ?

you sure the modem works ?

It did some while ago under windows,

I really just need help deciphering those  cat /pro/ioports messages
