When I follow these instructions I receive an error re. 
/usr/src/redhat/SOURCES , apparently it does not exist and the loading
command doesn't create it.

Are these out dated instructions?  If so, what has changed, please?  (I
was using them to open gd-1.8.1-1.src.rpm)

TIP! An rpm file that contains source, rather than executable, code has
the extension src.rpm. If you have privileges to write to the default
Red Hat Linux rpm source archive directory, the following command places
a tar.gz file with the source under /usr/src/redhat/SOURCES. 

rpm -ihv packageversion.src.rpm

For example, the rpm file that contains the source code for OSSIM is
named ossim-0.2.0a-1.src.rpm. If you downloaded this file, you would use
the following command creates file
/usr/src/redhat/SOURCES/ossim/ossim-0.2.0a-1.tar.gz 

rpm -ihv ossim-0.2.0a-1.src.rpm
