Apparently, sending HUP to inetd has no effect - tcpd reads its config
every request inetd receives, so there's no need to do it.

On the other hand, I wouldn't be so sure. You have just shown that you
don't know what tcpd does. If the same applies on other parts of your
system, than what can one expect?
