Hello,

I've encountered a file with extensions rpm.tar.  It's
the international PGP distribution,
PGPcmdln_6.5.8.Lnx_FW.rpm.tar.

If I try to untar it (tar xvf), I get:

tar: This does not look like a tar archive
tar: Skipping to next header
tar: Archive contains obsolescent base-64 headers
tar: Error exit delayed from previous errors

If I try to run rpm on it, I get:
PGPcmdln_6.5.8.Lnx_FW.rpm.tar: not an rpm package (or
package manifest):

I looked for an answer, but didn't locate one. 
Checked the tar and rpm man pages, faq's for pgp,
documentation for rpm, and google...nothing turned up,
or I missed something.

I'm running Redhat 8.0.
