Yes, repeat the earlier step (netstat -tpan), see whether xinetd is
listening on port 21 (ftp), check /var/log/messages. I assume you
messed up the vsftpd config for xinetd when editing it manually. In
that case, xinetd disables that service. The logs should tell more.
