When you run the network configurator (GUI) you can edit the ppp0 interface and check the box that says "Allow all users to enable/disable the device". Or you can edit the appropriate /etc/sysconfig/networking/devices file to include USERCTL='yes'. Regards, Ed P.S. Thanks for sending a separate email on a different subject.
