I would say that if you did not write any customized submission type rules in previous releases of sendmail (like 8.11.x), then you will probably not need to edit submit.mc. FWIW: I have never had to change submit.mc If your interested in understanding this part of the 8.12.x release... download the sendmail tarball (or install the sendmail-cf rpm) and read the file /PATH_TO_SENDMAIL/cf/README.
