Yes, that means, if you have a completely new message that has nothing
to do with an existing thread, PLEASE write a completely NEW message
and don't just hit reply and change the subject.

The reason for this is that in good mail programs, threading not only
works by subject (like with poor mail programs), but also using the
"References" and "In-Reply-To" information that is part of the mail
header. That way, the threading can be very precise. If you just hit
reply and change the subject, your mail will end in the wrong thread,
as those headers are not deleted. Also, it will show up in the wrong
place in many mailing list archives, which makes searching for it more
difficult.
