I'm almost newbie to this, anyway I have bsdftpd-ssl functioning on my machine, so I'll try to understand better the problem with you (if no other more capable than me will help). Have you tried a local ftp session on the same machine? I haven't that configuration in xinetd.conf since bsdftpd-ssl configuration in saved in /etc/xinetd.d/bsdftpd-ssl. First of all you could try a local login with simple ftp protocol to see if it's on, then ftps.
