Nope, phoebe is RedHat 8.0  (note that there will never be an 8.1)

RedHat 9 is codenamed "Shrike"
   

"Phoebe" is 8.0.92, 8.0.93 and 8.0.94. "Psyche" is 8.0. And yes, Red
Hat Linux 9 (Shrike) is the final of the Phoebe Public Beta series.
