The m/c which is configured with hosts.deny & hosts.allow is redhat 8.0 and the m/c from which only two users suppose to access is solaris 8.0 .....

Did you read the manual section I pointed you to? What kind of machine is "atlas"? Does it have an RFC 931 protocol compliant daemon running? If so, how is it configured?
