USB 1.1 has a maximum data transfer rate of 12Mb per sec. USB 2.0 has a maximum data transfer rate of 480Mb per second.
They are hardware ports on your pc. USB 2.0 is backwards compatible with USB1.1, but if your device needs USB 2.0, it probably won't work. Also, software is an issue. So it is hardware and software dependant.
