Two choices, I can think of:
A) This change would affect both accounts... Use cron to shutdown the pop daemon when you are supposed to be at work, then start back up when you are supposed to be home.
B) Change Outlook to not *automatically* check for email - make your wife click the "send/receive" button when at home.
