You want to take a VCD and extract the mpegs? That's actually pretty easy.
First of all, if all you want to do is copy, then you just need cdrdao. It copies VCDs just fine. To rip the mpegs, grab the latest vcdimager from www.vcdimager.org. Go forthe development series - it's muy muy better. It comes with a utility called cdxa2mpeg, which does what you need. It also has vcdxrip which does what you're looking for.
