I found it.  In gnome there is an icon title and a window title.  The
icon title wins.  Starting emacs with a "-title" set the window title,
but I can set the icon title by starting it this way:

  $ emacs -name My\ Title

Both the window drag bar and the tasklist button now display the same
name.
