I've found this in several cases, and it turned out to be power-saving measures: the CPU was slowing down to save energy. This setting can be from the BIOS, or from APM (apmd), or from ACPI, so I can't tell you how to turn it off... you'll have to do some searching yourself if you want to change it. Presumably, of course, if you really load up your system your CPU should run at full power so "in theory" it is not a concern.


I run servers without any power management at all, and desktops with all possible power management that doesn't inconvenience the user. YMMV.
