I have downloaded java runtime environment for Redhat linux 9. But the file name ends with rpm.bin. Can anyone please tell me how to convert this file into an executable file so that I can install it?

HHHmmm. When you download files there's usually a readme on that same download page/ftp directory or installation notes or guide or something telling you what to do.
Did you read at all?
USUALLY .bin files can just be executed as far as I know. Just type "./<filename.bin>"
