You need to tell X that you want to use a different WM.  The window
manager does not start X but rather, X starts the window manager. 

You can try switchdesk but I don't think that it knows about sawfish.
You can place a call to sawfish in ~/.xinitrc or ~/.Xclients depending
on your setup.
