It doesn't look right.
 
I am trying to find a functional answer for you, that will provide positive results. It will take a little time.
 
I am curious about one thing, though. Your original e-mail to me said that there was a bug in RH 7.x.  Is that true?
 
Our ntp server is running on MDK9.1.
