Here's what I've got in my /etc/X11/xdm/xdm-config:
DisplayManager._0.userPath: \
/usr/local/bin:/bin:/usr/bin:/usr/X11R6/bin/:/usr/bin/mh:\
/usr/local/Office40/bin
DisplayManager._0.systemPath: \
/usr/local/bin:/sbin:/bin:/usr/sbin:/usr/bin:/usr/X11R6/bin:\
/usr/bin/mh:/usr/local/Office40/bin
Works for me.
