Linuxconf should do that for you.
If you want to do it manually,
cd /etc/sysconfig/network-scripts
cp ifcfg-eth0 ifcfg-eth0:0
Then use your favorite editor to modify the settings for ifcfg-eth0:0.
The DEVICE for the first virtual IP is "eth0:0".
