It does, at least in its main distribution. But RedHat's contrib section,
combined with the rpmfind utility, RH matches it. As for dpkg being better
and more powerful than RPM, I can agree about the power part but its not
as understandable as RPM. Dependencies are a fine example, RPM gives you
two lines, the error, and the problem packages/files. dpkg, on the other
hand, prints a lot of unnecessary chatter, like this:
Error:
emacs_20.4-1.deb:
depends on xlib6g (>= 3.3.5) however:
xlib6g is not installed.
errors were encountered while processing:
emacs_20.4-1.deb

Compare this to RPMS simple message:
ERROR: failed dependencies
emacs-X11-20.4-1  requires XFree86-libs >= 3.3.5
