TTY Dead

While logging into a tty and talking on the phone, I managed to type the
password incorrectly 3-4 times.  Now that TTY is totally non-responsive
(I assume a security feature).  The other TTY's are OK and I have found
nothing in the system that is locking out the one TTY.  Short or
rebooting, how do I recover this TTY.
