Give IMP a shot. It's part of the HORDE project at www.horde.org.
Currently, there isn't a place for users to create their own accounts, but
this wouldn't be tough to implement. It's not added for obvious security
reasons.
IMP requires PHP3 and a relational DB like pgSQL or mySQL or the like.
The mailing list for this program is superb, and bug fixing is
instantaneous :)
