I am not sure this can be done with Win95, but connecting to NT you can do 
smbclient //'1.2.3.4'/SERVICE and it will connect (after a warning about
session failed).  I did just try the same on a Win95 machine but this didn't
work at all (I think that was due to the way it was set up though).
