Yup.  According to the LILO docs:

   LI   The first stage boot loader was able to load the second stage boot
    loader, but has failed to execute it. This can either be caused by a
    geometry mismatch or by moving /boot/boot.b without running the map
    installer.

If the BIOS and the disk partition tables disagree, you get exactly the
error you are seeing.  LILO presumably neither knows the utility you have
installed is there, nor how to talk to it.  Linear mode might save you.
Using LOADLIN instead of LILO might save you.  If you have a working
machine, read the LILO README several times...
