When I've set up chroot'd FTP users in FreeBSD, I needed to add a copy of
the ls program to their home directory because their ftp clients don't
have access to programs outside their restricted area. If I recall
correctly, you can set permissions on the local ls to execute only.

This may not apply to Linux FTP, but you can give it a try.
