man import (to view the options)
import whatevername.jpg
(click the mouse once and it'll beep twice...)
display whatevername.jpg
it's part of ImageMagick which is installed in most distributions.

I use gimp ocassionaly for this too.
Also GNOME has a nice applet called Screen Shooter
