tcp ports listening

I hate to ask this question again but I had to reinstall linux and I couldn't
find the archive for this list (anyone know where it is??)  Anyway, someone
mentioned that you could turn off tcp ports listening by typing   startx -- -nolisten
tcp   is this correct??  And if so how do I make an alias for it so I can just
type x
