Thank you, adding just the numbers was the trick.
I've looked at ssh a few times before, and will most likely be implementing
it before I put this box onto any network. As well as installing
tcp_wrappers and turning off all of the "r" commands.

the securetty file expects the name of the tty, nothing more. The trick
is that Linux 2.2 (and glibc) use UNIX 98 ptys. So... your pty is
dynamically allocated, exists in /dev/pts, and has a filename that is only
a number.
If you want to telnet in as root, you have to add:

2
3
4
....
to /etc/securetty.
Install openssh. :)
