I hope this isn't a stupid question, but none-root users are unable to
change their passwords on a RH6.1 system.  (sorry to change focus away from
7.0 for the moment).

When passwd is entered you get the old and new pass prompt.  However, the
system complains that ANY new password entered is based on a dictionary word
(even with liberal alpha-numeric mixing).  Finally, the system says
"Authentication token manipulation error" and fails.

The root is currently having to change everyone's password -  a real pain.
Root is able to do so without any problems.  

the permissions on passwd are -rw-r--r--

Samba is set to sync Unix passwords with the NT PDC , but this isn't working
- assumably because Linux can't change the passwords.  The stupid NT PDC is
set to a force a change every 3 days on this network without any sensitive
information - making for a busy root.

Sup with that?
