I forget how to allow user access manually.. but if you use Linuxconf, etc
it should be in there in plain view.

NOTE: only root should control the interface... and this idea is best when
you have a dedicated phone line, etc... you just bring the interface up
and you're set.. since root brings the system up (usually).. gets odd when
things are done locally, though.
