I know this conversation has come up before, but I have no idea what the
subject was in the past to look it up. Someone posted a simple formula to
convert ip addresses to decimal numbers, but I can not remember it. If you
know this formula could you repost it please.

For example, I can do it in the following manner

192.168.001.001 -> convert each octet to hex
C0  A8  01  01  -> combine and convert to decimal
C0A80101 = 3232235777

Also, I have received spam in the past with the ips encoded this way to
bypass older smut filters, but does anyone know other reasons why this
conversion is possible or useful. I believe reasons were given the last time
this came up, but I have misplaced my notes.
