I can't recall the specifics off hand, but you can do this with PAM.  If
your not familiar with pam, its part of the redhat's security software. 
You can even set up things like access per account, per service and even
time based as well.  It's not simple to set up, but works well when you
nail down the config.  If you need the details, outside of the man
pages, I can go riffle a reference or two and give it a go.  Good luck.
