If you mount the floppy with the option "umask=000" then any user will be able to 
read/write to the floppy.  

If you want this to be the default, then you can add "umask=000" to /etc/fstab.  

If you want to do this selectively, then when you issue the command to mount the 
floppy, add "-o umask=000".

You can find out more about the umask and other mount options by reading the manpage 
for mount.
