I'm guessing that httpd is dying sometime after your system has booted.

What happens if you do "/etc/rc.d/init.d/httpd status" instead of 
"/etc/rc.d/init.d/httpd restart"?

You should see something like: "httpd (pid 19828 19827 19826 19825 19824 19823 19822 
19821 1396) is running...", if httpd is running.

Have you checked your logs for any error messages?
