It's actually a 2 step process.

First, you "rpm --rebuild this-program-version.src.rpm"

This will unpack the source code, and compile it into an i386.rpm,
usually located in /usr/src/redhat/RPMS/i386.

You then "rpm -ivh this-program-version.i386.rpm" or "rpm -Uvh
this-program-version.i386.rpm" if upgrading.
