It likely has something to do with the fact that ssh will attempt to
use rsh if ssh is refused. Ssh is command line compatible with rsh.
This allows you to simply alias rsh to ssh for all your old scripts, and
so forth.
PS- I can compile ssh after deleting /usr/bin/rsh no problem?
