Can be.  Shouldn't be.

Yes.  First, by doing so you've introduced redundancy in the presence of the
second controller.  Secondly, most IDE controllers take a performance hit
between the master and slave (primary/secondary, whatever)--masters on two
controllers will generally perform better than a master/slave on one.

Yes, probably; see above.  Also avoid things like dropping a CD-ROM drive
on a controller's now-unused secondary.
