log files meaning

 Hi,

      What is the meaning of the following log files: especially for ns_forw
and ns_resp !!!


 Feb 17 11:55:30 dns1 named[712]: ns_forw: sendto([198.41.0.4].53):
Operation not permitted

 Feb 17 11:56:18 dns1 named[712]: ns_resp: sendto([208.206.240.5].53):
Operation not permitted
