'rpm -b' with 7.0.91?

Trying to update iptables with some development libraries using the original
SRPM.  When I try to build the package with RPM after changing the spec
file, it doesn't seem to recognize the '-b' flag.

[root@wolverine SPECS]# rpm -q rpm
rpm-4.0.2-0.38
[root@wolverine SPECS]# rpm -b
-b: unknown option

Any ideas?
