Mingetty

Assist me so that I may understand.   Mingetty is used for virtual consoles.  Does this include SSH?  Can I get rid of Mingetty, or at least eliminate all ttys except tty1?  I am attempting to build a box that is very restricted in access except through GNU Zebra ( An OSPF routing daemon) and its 4 Ethernet Ports.   Thanks in advance.
