It's just a different point on the spectrum, I guess. The Netscape plugin system was a nice compromise between a central root-owned service and having a separate copy of Netscape for each user. For better or worse, the web's paradigm encourages installation of plugins on-the-fly, and that's not possible with Mozilla unless that copy of Mozilla is installed entirely in the user home directory. That's silly, and pisses off the very people that I'm trying to wean off Windows.
