I've seen a lot of suggestions about this one. I even think that creating 
PDF's on linux is much easier than using w2k, and it's free. Everything can 
be print to file as PS, then converted to PDF.

I am not sure if it can read visio files, but you might want to look at 
KIVIO. It's shipped with KOffice package, the office suit from KDE. Go to 
www.koffice.org, and click link to KIVIO, or go to
http://www.thekompany.com/projects/kivio/
It's a flowcharting program. If you don't need to exchange your template 
files, you can just recreate the template in Kivio, and export the result 
file to PS/PDF for exchange. 

Someone else has also mentioned Dia and xfig.
